It's playing during Summer's first visit to Seth's room. The only audible lyrics are "Mr. Rabbit, Mr. Rabbit". The episode is called The Rescue.

If you work hard enough you can answer your own questions. Paul Westerberg sings the song and it's called, oddly enough, Mr. Rabbit. It's off his Mono-Stereo album, and it's mislabeled on the official OC website. The two songs, "Mr. Rabbit" and "Let the Bad Times Roll" appear sequencially on the CD, and someone made a boo-boo.
